What are the consequences of international failure to regain re-entry for aid organizations providing over half the humanitarian capacity for Darfur? Was the ICC arrest warrant for President al-Bashir the cause of the expulsions? or the pretext? The consequences of the expulsion order, and the threat to expel all aid organizations within a year, demand a response: will it be more than rhetorical?
